Mourning Your Loss

A 15-year-old boy, whose father described as "just a really good kid," died early Monday, June 16, at a Dayton hospital after he apparently had a medical problem after jumping into a neighbor's pool.

Michael Tate Nicely, of 546 Fairview Drive, jumped into the pool Sunday evening, June 15, from an adjacent roof and went to hug someone when witnesses said he suddenly arched his back with his mouth open and went underwater in an incident that happened sometime between 8:05 and 8:10 p.m. according to his father, Mike Nicely.

At first, the people at the pool thought he "was messing around" but then they saw he was in trouble and pulled him out, according to what witnesses said to Nicely. Neighbors started performing CPR on his son and calling 911 for an EMS squad.

Michael had a history of an enlarged heart condition since the age of 11, Nicely said.

However, the teen's family is raising concerns about the 911 system, saying some calls made on cellular phones were routed to Montgomery County instead of Warren County.

Nicely, who is an engineer at AK Steel Corp.'s Middletown Works and was at work at the time of the incident, said he used his cell phone to call Middletown's 911 dispatch for help as well because no help seemed to be on the way. He said his call was routed to the Warren County Communications Center.

Nicely said he could not leave his post until he was relieved by another engineer. He said he rushed to his home, arriving just after the EMS squad left with his son.

"Something has to be done about 911," Nicely said. "This is totally ridiculous.

"It shouldn't take four calls and 25 minutes," he said. "Something needs to be done because 911 is not what it's made out to be. The squad should have got here before I did."

A supervisor at the Warren County Communications Center said the first 911 call for help was received at 8:20 p.m. from a land line from the Nicely home. The supervisor said an additional call was received at 8:24 p.m. from 552 Fairview Drive, but records did not indicate whether it was a land-line call.

The first unit from the Joint Emergency Medical Services District was dispatched from the Keays Road station at 8:21 p.m. on Sunday, June 15. A second unit responded from the JEMS station on East Sixth Street in

Franklin, according to the supervisor. The supervisor could not give a time of arrival at the scene because that information was not recorded in the computer system.

Frank Young, who oversees Warren County's Communications Center and who was on vacation, said late Monday that it is possible for cell phone calls to

911 to get bounced to another cell tower. Young said if a cell tower is busy, a cell call goes to the next available tower to make a connection.

Michael was first taken to Sycamore Hospital, where hospital personnel was able to get a pulse, though weak, according to the boy's father, who said Michael later was transferred to the Children's Medical Center of Dayton, where he died at about 3 a.m. Monday, June 16.

Michael is survived by his parents, Mike and Karen Nicely; sister, Rucshell Combs; grandparents Bill Nicely, Kathy Nicely, Carolyn Willoughby and Jerry Pombles; great-grandparents Lois Nicely and Merlin Hopkins; and a nephew, Elijah Wilch.

mike you were my best friend the best friend that any person would love to have.i mean you were always there for me. When my parents were fightin u were there.Dude im goin to miss you and i kno everyone else will too. i just dont kno wat to do with out you here callin me dumb or punching a wall. no1 will ever move on from this kid i kno i wont. theres not a day that goes by that i havent said i missed him or i love him more than my own brother.
